What is Verification?
Verification is a measurement control measure by designated organizations to assess and confirm that measuring instruments meet metrological technical requirements. This is a mandatory legal condition for measuring devices that must be verified before being put into operation and periodically during use.
The verification cycle is specified in Circular 23:2013/TT-BKHCN. For environmental water monitoring devices, the equipment requiring verification includes:
- pH meters
- Total Dissolved Solids (TDS) meters

- Electrical Conductivity (EC) meters
- Dissolved Oxygen (DO) meters
- Oxidation-reduction potential (ORP) meters

The verification process involves using certified reference materials or standards to re-measure within the device's measurement range. The measurement results must fall within the allowable error range. If the device meets the requirements, it will be tagged, and a verification certificate will be issued. If it fails, the verification organization will require the user to repair or recalibrate the device for re-verification.
The Directorate for Standards, Metrology, and Quality evaluates and authorizes verification organizations to carry out these activities.
What is Calibration?
Calibration involves technical activities to ensure the device or measuring instrument provides accurate measurement values. It is a regular activity that users must perform to maintain the device's accuracy, as it may deviate due to various objective and subjective factors during use.
For example, a scale that has been verified and tagged may still require the user to zero it before weighing, as the zero-adjustment knob might drift during movement. Adjusting the scale to zero is a calibration action.
Similarly, the calibration procedure is more complex for other physicochemical measuring devices and must follow strict manufacturer guidelines. Typically, standard substances are used to establish calibration curves (correlating standard concentrations with physical quantities measured by the device, such as current intensity, voltage, counts, optical density, etc.) or calibration equations y=f(x) for the parameters to be measured. The manufacturer usually recommends the calibration cycle.
During the device's use, users must re-check accuracy by measuring with reference materials or standards. If the error exceeds the permissible limit, the device must be recalibrated.
Thus, verification and calibration of measuring devices and monitoring equipment are two different but necessary processes to ensure accuracy and compliance with metrological technical requirements.
